There are zones in all cities where the august and powerful meld with the lumpen proletariat. Just over the shoulder of this row of commonfolk dwellings one espies the spires and offices of the state Capitol Complex, where the senators race home in BMW coziness to houses high in the (South) hills, after a day of tweaking the numbers and laws of state, often to the advantage of themselves and their friends.
